''Greetings to you and greetings to fellow Muslims and thanks be to Allah. This is a message to Goodluck and to the CAN president. Alhamdullahi, we are known as Jamatu Ahlis Sunna Lidda'awati Wal-jihad, which some people derogatorily refer to as boko haram. We have said all that needs to be said and everyone has seen what the security personnel have done to us. Everyone has seen why we are fighting with them. We hardly touch anybody except security personnel and Christians and those who have betrayed us.

Everyone knows what Christians did to Muslims; not once not twice. Why I’ve come out to explain myself is because of the explanation Jonathan and the CAN president gave on us, including the various versions people give about us that we are like cancer (a terrible ailment) in this country called Nigeria. No, we're not cancer, neither are we evil. If people don't know us, Allah knows us.

Everyone knows what happened to our leader. Everyone knows what wickedness was meted out to our members and fellow Muslims in Nigeria from time to time in Zango kataf, Tafawa Balewa, Kaduna, villages, Lanngtang, Yelwa shendam. Different things were meted out to Muslims in this country.

Everyone knows that democracy and the constitution is paganism and everyone knows there are some things that Allah has forbidden in the Quran that cannot be counted, even western education.

We have stopped everything apart from saying we should stay on the path of truth and peace and live right in the sight of Allah. There, we will have peace and that is what we have been preaching and because of that they said we should be killed and our mosques destroyed. We decided to defend ourselves and Allah has said if you follow him, he will give you strength.

That is why Jonathan, you should know that this is beyond your power. It is not our doing but that of Allah. It is beyond you. Wallahi, what you are seeing is like you have not started seeing anything. Before Allah created the earth, he knew what was going to happen and he has promised in the holy book that he will help his religion. It is beyond your power. What you see has been happening, Allah allowed it because you have refused to follow him and you have betrayed his religion. That is why Jonathan, this is beyond your power-yes. If a few in your Government say nice things about us, it is not surprising-it has happened many times -our hands are clean.

Anybody that says he will not follow Allah, even if he loves us, Allah has not said we should love such a person. Allah has said we should show such person the right path and embrace such person.

You CHRISTIANS should know that Jesus is a servant and prophet of Allah. He is not the Son of Allah. This religion of Christianity you are practicing is not a religion of Allah -it is paganism. Allah frowns at it. What you are practicing is not religion.

Aside that, you Christians cheated and killed us to the extent of eating our flesh like cannibals! You did all you wanted to us. We are trying to coerce you to embrace Islam, because that is what Allah instructed us to do. Even at that, without provocation, you slaughtered us and took our wives and humiliated us. Now you CAN president, you come out to say your people should come out and do whatever they want to do. Any right thinking person knows what you mean, any right thinking person knows what you're saying. This is why as leader of this sect I tell you to repent and to you Christians, repent. This path we're taking is Allah’s path.

Fellow Muslims, understand us. Our objective is not to kill or humiliate or steal. This explanation has become necessary, even if I don’t need to explain; I can decide to keep mute because the person I love to know me like this is Allah. I have no objective than to help the religion of Allah. That is all I can explain. But if you want further explanation, we have tapes you can listen to and know our objectives.

This is also my message to the President of Nigeria, Jonathan, who has come out to say negative things about us and also a lot of harm to us- Allah has given us victory and we have done what we want to do. This is almost 11 years our members are being killed. Anything people want to say or do, we say enough is enough. We serve Allah and we do not harm anybody, but anybody that looks for our trouble, we'll face such person or persons. We follow the tenets of the Qur'an and anybody that thinks he can fight Allah shouldn’t think his prayer or praying in the Mosque could save him.

Any Muslim that cheats and hides under the cloak of religion, if we know such person, we won’t hesitate to eliminate him. Yes, I’m saying so because it doesn’t take 5 minutes to kill just as we're being killed. We follow the teachings of the Qur'an. This is what Allah has told me to explain. Allhamdulillah!''

Nigeria: Boko Haram claims Kaduna army suicide attack

Nigeria's militant Islamists have said they carried out Tuesday's suicide bombing at the army headquarters in the northern city of Kaduna.

A man wearing a military uniform blew himself up outside the barracks - one of Nigeria's most fortified complexes.

A spokesperson for the Boko Haram group also claimed responsibility for an attempted attack on an air force base.

The group, wants to establish Islamic law in Nigeria, has recently killed hundreds of people in the north.

The blast at the barracks occurred at the base of the 1st Mechanised Division of the Nigerian army.

An army spokesman said soldiers shot the man but he still detonated the bomb in the car he was trying driving into the heart of the barracks.

The BBC's Abdullahi Kaura Abubaker in northern Nigeria says the fact that Kaduna has now been attacked by Boko Haram - and the suicide bomber nearly got into the heart of the city's military headquarters - is of huge significance.

Multiple, co-ordinated attacks last month in another northern city, Kano, left more than 185 people dead - the most deadly the group has carried out since it began its uprising in 2009

The Nigerian Communications Commission (NCC) will conduct fresh rounds of test to verify compliance with a directive to three of the major GSM operators to raise service quality or risk a sales ban as the deadline expires today, the telecoms regulator has told Technology Times exclusively.

In the wake of overwhelming complaints from subscribers over flagging network quality, NCC directed the Big 3 players, MTN, Glo Mobile and Airtel that control over 90 per cent market share to meet some defined levels of network efficiency or risk being banned from adding new subscribers.

Director, Public Affairs, NCC, Tony Ojobo told Technology Times in an exclusive interview that when the November 30 deadline lapses, the telecoms watchdog will conduct another round of tests to ascertain the level of compliance by the affected operators.

Industry insiders rule out the possibility of any of the affected networks being able to meet the strict condition on service quality by the deadline stipulated by NCC, a development that may have seen them brace up for the regulatory hammer.

"NCC is committed to the enforcement of the intention earlier communicated to the affected operators but this will be done in a scientific and empirical manner", he says on the sidelines of a public awareness campaign on mobile phones and road safety held Tuesday in Lagos.

"We have given that instruction to the affected networks. What they have told us is that they were working to ensure that they meet the requirements and some of these parameters as indicated. Also, we have received some complaints from consumers that don’t seem to have seen any improvement", he adds.

"Well, the networks have attributed it to the fact that they had to shut down base stations to upgrade their facilities. At least some of them even made out certain adverts indicating they were going to upgrade some of their facilities and within that period, customers have also experienced some degraded services on those networks while they were trying to upgrade"

The NCC spokesman adds that when the November 30 deadline expires, the telecoms regulator will conduct fresh rounds of test to ascertain the level of compliance by the affected operators.

It is the outcome of these tests and the results obtained that will define NCC's next line of action Ojobo says without hinting at a time frame for the exercise.

NCC's stance comes in the wake of a 30-day ultimatum that the three operators improve poor quality of service rendered their subscribers across the country or face the full wrath of the telecoms regulatory agency.

The threat followed result of the dismal performance by the three operators on quality of service following the outcome of an independent nationwide monitoring exercise carried out by NCC, says the regulator.

The result of the exercise revealed that trio failed to level up with four key performance indicators (KPI) laid down by NCC to improve the quality of service rendered, the regulator says underscoring that unless they attain the defined levels of service quality by November 1, 2011, they will be barred from further sale of SIM cards to add new subscribers.

A number of monetary penalties will also be imposed on operators that contravene the provisions of the directive that include a fine of N1million per new SIM card sold or additional subscriber added to the network when the sanction goes into effect.

Further defaults will also attract a penalty of N5 million per subscriber added plus N500, 000 per day that the operator contravenes the directive. This is in addition to a N500, 000 fines for every month of contravention, according to NCC.

Meanwhile, Technology Times has learnt that NCC will be invoking provisions of the Nigerian Communications Commission Quality of Service Regulations 2011 that empowers the telecoms regulator to intervene in ensuring that operators provide efficient and effective services to their subscribers.

The regulation identifies minimum quality of service (QoS) and related measurement, reporting and recording keeping task while also saddling telecoms operators with various responsibilities to their subscriber.

According to its provisions, the Regulation seeks to protect and promote the interest of consumers against unfair practices including tariffs and charges, availability and quality of communications services, equipment and facilities, among others.

Importantly, the NCC Regulation also seeks to improve service quality by spotting service deficiencies and encouraging, enforcing and requiring appropriate changes.

Along this line, it equally seeks to maintain service quality while recognizing environmental and operating conditions and promote making information available to help with informed customer choice of services and licensees.

While also seeking to improve the operation and performance of interconnected networks, among its other objectives, the Regulation stipulates that reporting periods during which measurements are taken and recorded shall typically begin from the first day of each month to the last day of the month or "as the Commission may from time to time determine."

The Regulation empowers the telecoms watchdog to carry out network measurement test and obtain data through drive test, Mobile Base Station Probe tests, Consumer Survey, data collection from operators or NCC Network Operating Centres (NOCs)/Network Management Centres (NMCs), among others.

"The Commission's NOC/NMC may rely on real-time data acquired from feeds. KPI Measurements may be carried out at all network segments including at BTS, Cell, BSC or MSc levels", says the Regulation.
